That the Chief Administrative Officer be directed to engage an external consultant to conduct a comprehensive review of the current systems, processes, procedures and functions of the Planning, Property and Development Department as well as the roles, responsibilities and effectiveness of senior and middle management in the Department, to ensure they are functioning optimally, and to provide recommendations for possible increased efficiencies. 4. That the report of the external consultant be submitted to Council by March 2020.” and the remaining recommendation be renumbered accordingly. LOST
