1 Gillingham, Lukes That subject to due diligence satisfactory to the Chief Administrative Officer, the results of which shall be submitted to Council prior to any implementation of the following: 1.A breakdown of compensation details and/or sources including regular pay, overtime, court overtime, special duty pay, vacation pay, sick-leave cash out, bonuses, allowances, severance and/or other sources of compensation be disclosed for all employees earning $50,000 or more as part of the City of Winnipeg’s annual compensation report in accordance with The Public Sector Compensation Disclosure Act; 2.For all employees under written contract, details of the contract including regular pay, overtime, special duty pay, vacation pay, sick-leave cash-out, bonuses, severance, allowances, benefits, vacation and/or other details of “compensation” as defined under The Public Sector Compensation Disclosure Act shall be publicly disclosed upon signing of the employment contract; 3.If determined necessary by the City Solicitor / Director of Legal Services to implement the foregoing, the City of Winnipeg request the Province of Manitoba amend The Public Sector Compensation Disclosure Act as necessary to implement the foregoing and to further enhance access to information that promotes democratic values of open, transparent and accountable government. 2 Pagtakhan, Lukes That the Winnipeg Public Service do all that is necessary to allow parking on the existing City of Winnipeg parking lot at the Alexander Docks area; That the Winnipeg Public Service explore and report back on innovative on street parking solutions for the Exchange District with the aim of increasing the available number of on street parking spots thru an examination of but not limited to: • the development of a loading zone policy •implementing angled parking in strategic locations. 4 Mayes, Pagtakhan That: 1.The following eligibility criteria for the Community Incentive Grant Program be waived in this instance, namely: A.Total City of Winnipeg contribution is 50% or less. 2.A Community Incentive Grant in the total amount of $30,000, funded as follows: •$10,000 from the St. Vital Ward allocation; •$2,000 from the Fort Rouge-East Fort Garry Ward allocation; •$1,000 from the St. James – Brooklands - Weston Ward allocation; •$2,000 from the Charleswood – Tuxedo – Whyte Ridge Ward allocation; •$10,000 from the St. Charles Ward allocation; •$2,000 from the Point Douglas Ward allocation; •$1,000 from the Old Kildonan Ward allocation; •$666.67 from the Transcona Ward allocation; •$666.67 from the Elmwood-East Kildonan Ward allocation; •$666.66 from the North Kildonan Ward allocation, be approved to the Heritage Winnipeg Corporation to assist with the cost of the First World War Digital Memorial Project, subject to the following conditions: A.Approval of final plans and specifications for the project by the Director of Community Services; and B.The applicant entering into a formal agreement with The City of Winnipeg. 3.The Proper Officers of the City be authorized to do all things necessary to implement the intent of the foregoing. Condolence Wyatt, Schreyer That Council place on record its profound sorrow at the death of Sir Paul Emilie Martin, which occurred on July 4, 2016. Sir Paul Emile Martin was a Word War II Veteran, School Trustee, former Councillor with the City of Transcona, former Mayor of Transcona, founder of the Transcona Historical Museum, and fondly known as the Greatest Transconian. This Council extends to his wife Gail and family, its deepest sympathy and condolences in their bereavement. CARRIED BY SILENT STANDING VOTE
Condolence His Worship Mayor Bowman, Orlikow That Council place on record its profound sorrow at the death of Nathan Morantz, son of Councillor Marty Morantz, which occurred on June 21, 2016. This Council extends to Councillor Morantz, his wife Lisa and son Jeremy, its deepest sympathy and condolences in their bereavement. CARRIED BY SILENT STANDING VOTE
